  • Preventing Election Related Violence, by the HD Centre and the Australian Agency for International Development

    In Sulu, Mindanao (South of the Philippines), the issue of election-related violence is prevalent and deep-rooted. In view of the limited capacity of local authorities to respond to the situation, the HD Centre and the Australian Agency for International Development launched the ‘Prevention Election-related violence -PERV' initiative in 2010. Its purpose is to monitor, assess and report back on election-related violence in the region to the Tumikang Sama Sama, a group of local eminents persons, who then attempts to either resolve those incidents or identify others who can help resolve them. 

    This report presents the PERV initiative and activities carried out in recent months in Sulu, Mindanao.

  • Meeting report - Oslo forum 2011, by HD Centre

    The Oslo forum 2011 took place in Oslo, from 21-23 June 2011. It brough together 90 participants to exchange experiences and to reflect critically on the practice of mediation.

    This year's participants included Norwegian Minister of Foreign Affairs, Jonas Gahr Støre; Qatari Assistant Foreign Minister For Follow-up Affairs, Mohammed Bin Abdullah Bin Mutib Al Rumaihi; South Africa Deputy Minister of International Relations and Cooperation, Marius Llewellyn Fransman; and Special Representative of the President of the Russian Federation for Afghanistan, Zamir Kabulov.

    This meeting report provides a summary of the discussions and highlights a number of cross-cutting issues which emerged during the retreat. Background material for the Oslo forum 2011 is also available on the Oslo forum website (www.osloforum.org).

  • Armed Violence in Mindanao: Militia and Private Armies, by HD Centre & the Institute of Bangsamoro Studies

    Private militia and armies are a common feature of modern warfare and pose a major threat to peacemaking efforts internationally. However, little analysis and research on those groups currently exist. This publication, the third in a series, seeks to fill this research gap and suggests how the prevalence of private armies, militias and vigilante forces can be curbed.  Focusing on militias and private armies active in Mindanao, south of the Philippines, the study addresses the different issues underlying the proliferation of those groups including weak public security or poor education. This publication is one of three produced as part of the HD Centre's project - Comparative Perspectives on Conflict Management in Asia
  • Conflict resolution: Learning lessons from dialogue processes in India, by HD Centre, Delhi Policy Group

    India has a long and rich experience of peacemaking efforts and of engaging with conflict parties internally. This publication, the second in a series of three on comparative conflict management perspectives in Asia, seeks to analyse India's lengthy peacemaking experience and highlight its diversity. The report focuses on three different conflicts - Kashmir, Manipur, and Andhra Pradesh. In doing so, it seeks to draw lessons which will be relevant to future peacemaking efforts in India and elsewhere, while also encouraging more comparative work on this issue.
  • Conflict Management in Indonesia - An Analysis of the Conflicts in Maluku, Papua and Poso, by HD Centre, Indonesian Institute of Sciences and Current Asia

    The post-Soeharto era in Indonesia has been marked by the eruption of several violent internal conflicts throughout the country. This combined with the transition to democracy begun by Soeharto's successor, Bacharuddin Jusuf Habibie, have had direct impacts on the ways in which conflicts are managed in the country. This report takes a practical look at the management of internal conflicts in Indonesia, focusing its attention on three affected regions - Poso, Maluku, and Papua . It attempts to fill the gap in existing comparative research and analysis in this area in order to inform future peacemaking efforts in the country. The publication is one of three produced as part of the HD Centre's project - Comparative Perspectives on Conflict Management in Asia.
