    All modern armed conflicts result in explosive ordnance contamination. Before and after the cessation of hostilities, the presence of unexploded and abandoned explosive ordnance—landmines, cluster munitions,bombs and warheads, and a range of other explosive devices—presents immediate and long-term threats and challenges for local populations, returnees and governments. The lives that these weapons claim, the horrific injuries and disabilities that they inflict, and the ongoing strains that they impose on war-ravaged economies and depleted health and social welfare systems all justify the attention of those around the peace negotiation table.

  • Negotiating Justice: Guidance for mediators, by Priscilla Hayner

    This paper intends to provide guidance on the parameters and policy options for justice in the context of peace negotiations, including basic facts of law, guidance on amnesties and international criminal justice, and lessons for incorporating approaches to accountability that are not limited to prosecutions. It is based in part on lessons emerging from recent mediation experiences in a range of country contexts, with a particular focus on Liberia, Sierra Leone, Burundi, and Aceh, Indonesia.

  • New directions in the relationship between ASEAN and the UN, by Centre for Humanitarian Dialogue

    The paper, an initiative of the Centre for Humanitarian Dialogue, is timed to coincide with the second ASEAN-UN Summit in Thailand at the end of February, and it is our hope that it offers constructive suggestions and ideas for taking this important relationship forward.

    The briefing paper is intended for policy makers and officials and will not be made public, at least for now. We do hope that it prompts a constructive debate and to this end plan a series of small group discussions in some ASEAN capitals on the paper’s key themes.

    An edited collection, the second and last of a two-part series, bringing together first-hand accounts and careful observations from individuals with diverse connections and experiences of peace processes. The publication provides space for their views on how weapons control, violence reduction, and disarmament, demobilisation and reintegration fare in peace negotiations and processes. The publication will become available in Spanish as of January 2009.

    El segundo volumen de Puntos de Vista: Reflexiones sobre Armas, Combatientes y Violencia Armada en Procesos de Paz reúne una gran cantidad de voces y experiencias sobre la seguridad en el marco de procesos de paz, con el fin de contribuir con distintos debates y discusiones sobre un tema tan complicado. La presente edición de Puntos de Vista constituye un complemento del primer volumen publicado en Marzo de 2008, y presenta una interesante variedad de opiniones sobre el tema de la seguridad fundamentadas en la experiencia personal de aquéllos que han participado en procesos de paz.

    With 104 participants, the 2008 OSLO forum was the biggest in the annual series so far. The forum was very well received and participants gave exceptionally positive feedback.
