Against the background of the war on terror and vows not to negotiate with terrorists, this paper asks if, when and how to engage armed groups in peace mediations. Weighing the pros and cons of talking to armed groups, the paper offers guidance on how to minimise the risks and maximise the benefits of engaging armed groups in peace processes.
