
In 1991, after decades of civil war and the eventual collapse of the government in Mogadishu, the Republic of Somaliland declared its independence from the rest of Somalia. Although not internationally recognised as an independent entity, Somaliland has had a functioning government and has enjoyed relative stability, in sharp contrast to south/central Somalia.
In 2009, the HD Centre was invited by the National Elections Commission to provide technical advice, training, and policy advice on electoral dispute resolution in support of their management of a transparent and credible elections process in Somaliland in 2010.
