During the last critical rounds of talks in November 2008, the HD Centre provided both legal and process advisers, resulting in the formal adoption of the changes to bring in the Unity Government as amendments to the Transitional Federal Charter of Somalia.

In the second half of 2008, following a meeting with Ambassador Ahmedou Ould-Abdallah, the UN Special Representative to the Secretary-General (UNSRSG) for Somalia, the HD Centre was requested by Ambassador Ould-Abdallah to engage in the ongoing mediation process resulting from the Djibouti Agreement, to provide support on political co-operation issues. In close partnership with the United Nations Political Office for Somalia (UNPOS) and the office of the SRSG, the HD Centre initially engaged as an observer in the October round of talks.
