  • Renewal of Norwegian funding to JMC
    The Royal Government of Norway has agreed to renew funding for the Joint Monitoring Committee in Manila for the 2009-2010 fiscal year. Norway has been funding the JMC through the HD Centre since 2004. Both parties to the conflict have agreed to continue to work together to document, process and follow up on reports of human rights abuses
  • Joint Monitoring Committee funding renewed
    The Royal Government of Norway has agreed to renew funding for the Joint Monitoring Committee in Manila for the 2008-2009 fiscal year. Norway has been funding the JMC through the HD Centre since 2006. Both parties to the conflict have agreed to continue to work together documenting, processing and following up on reports of human rights abuses. In the 2008-2009 period, they plan to expand their outreach throughout the country.
  • Exploratory talks held in Oslo
    In May 2008, exploratory talks were held in Oslo, Norway. The talks were the first between the new panel of the GRP and the NDF. The two parties exchanged updates on the situation and conveyed their positions on the dialogue process to the other. The meeting was well received by both sides and viewed by all as an encouraging step forward. Both have agreed to discuss meeting again soon.
  • The HD Centre continues to support the work of the Joint Monitoring Committee (JMC)
    In 2007, the HD Centre continued to administer the JMC in Manila on behalf of the Royal Norwegian Government (RNG), including financial management of the Committee. It also provided advice to the two parties on its functioning, and on how to develop and improve their operations. The JMC has been particularly active in documenting human rights abuses during the upsurge in killings over the last two years.

    The HD Centre has also continued to assist the RNG in bringing the two parties back to the table for political talks aimed at ending the conflict.

  • The JMC assist the Human Rights Special Rapporteur

    In February 2007, the United Nations Human Rights Special Rapporteur visited the Philippines to investigate the increase in human rights abuses over the last three years. 
    The JMC was particularly active in assisting him in his visit, by documenting human rights abuses during the upsurge in killings over the last two years.

  • Opening of the Joint Monitoring Committee

    On 4 June 2004, the JMC office was officially opened in Manila and started receiving and processing complaints from the public. The HD Centre, working with the Royal Norwegian Government (RNG) and the GRP and NDFP, provided technical and logistical support for its establishment. Since then, the HD Centre, with the agreement of the two parties, has administered funds to the JMC office from the RNG for its operations.

  • The HD Centre supports the Royal Norwegian Government as third-party mediator

    Formal peace talks involving the GRP and the NDF, the political wing of the CPP, resumed in early 2004, after a three year hiatus, under the auspices of the RNG. One result of these talks was the establishment of a Joint Monitoring Committee (JMC) composed of representatives from the NDF and the GRP. The HD Centre supported the RNG in its role as third-party mediator and in establishing the JMC.
