
The HD Centre has also continued to assist the RNG in bringing the two parties back to the table for political talks aimed at ending the conflict.
In February 2007, the United Nations Human Rights Special Rapporteur visited the Philippines to investigate the increase in human rights abuses over the last three years.
The JMC was particularly active in assisting him in his visit, by documenting human rights abuses during the upsurge in killings over the last two years.
On 4 June 2004, the JMC office was officially opened in Manila and started receiving and processing complaints from the public. The HD Centre, working with the Royal Norwegian Government (RNG) and the GRP and NDFP, provided technical and logistical support for its establishment. Since then, the HD Centre, with the agreement of the two parties, has administered funds to the JMC office from the RNG for its operations.
Formal peace talks involving the GRP and the NDF, the political wing of the CPP, resumed in early 2004, after a three year hiatus, under the auspices of the RNG. One result of these talks was the establishment of a Joint Monitoring Committee (JMC) composed of representatives from the NDF and the GRP. The HD Centre supported the RNG in its role as third-party mediator and in establishing the JMC.
