
The Orange Democratic Movement and the Government/Party of National Unity in Kenya have agreed to share power in a coalition government. The Agreement on the Principles of Partnership of the Coalition Government was signed by the Orange Democratic Movement and the Government/Party of National Unity on Thursday 28 February 2008. The parties also agreed on The National Accord and Reconciliation Act 2008, which is an act of Parliament to provide for the settlement of the disputes arising from the presidential elections of December 2007. This Act was officially gazetted on 6 March, and passed swiftly through Parliament to establish the Grand Coalition Government.
The Parties also agreed to measures to end violence and address the humanitarian crisis, as well as establish mechanisms focusing on long term issues and solutions - this includes the establishment of a Truth Justice and Reconciliation Commission, a Commission of Inquiry on Post Election Violence and a roadmap for Constitutional reform. An Independent Review Committee on the Elections has also been established as a result of the dialogue.
From January 2008 the HD Centre seconded two staff to provide direct support to Mr Kofi Annan and his team on the Panel Secretariat while also providing strategic advice through its senior advisors on tactical issues and the formulation of agreements. In the post agreement phase, the HD Centre continues to remain involved in the Kenya National Dialogue and Reconciliation process through the provision of considered advice to the Panel of Eminent African Personalities, chaired by Mr Kofi Annan.
