
In November 2008, following an official request from the Organization Committee of the AIPD, the HD Centre sent a representative to Bangui to facilitate the dialogue during three weeks in December 2008 alongside the United Nations, the International Organization of the Francophonie and the African Union.
The dialogue successfully took place between the 5-20 December 2008 in presence of all actors of the Central African crisis. The main outcomes included the reaffirming of by all parties of their commitment to respect the Libreville global peace agreement and the forming of a government to include all the main political entities involved in the dialogue.
The HD Centre helped set in motion the signature of two peace accords: a bilateral one signed on 9 May between the Government of CAR and the APRD under the auspices of Gabonese President Omar Bongo, and a global one between the Government, the APRD and UFDR on 21 June in Libreville, Gabon.
Following a mission of the Preparatory Committee led by the HD Centre, then President of the Preparatory Committee, to Libreville in Gabon on 23 April 2008, a peace agreement was signed between the Government of CAR and the rebel group, APRD (Armée Populaire pour la Restauration de la République et de la Démocratie) under the auspices of the President of Gabon, Omar Bongo, on 9 May 2008.
On 21 June 2008, a global peace agreement was signed in Libreville under President Bongo's auspices between the Government of CAR and the UFDR (Union des Forces Démocratiques pour le Rassemblement) and APRD. The document stipulates that a general amnesty will be granted to the rebels in order to allow them to participate to the inclusive political dialogue in Bangui.
The remaining rebel groups (FDPC, MJLC and UFR) added their signatures to the Libreville global peace agreement in December 2008 in Bangui during the Dialogue conference.
The Preparatory Committee for the All Inclusive Political Dialogue, which the HD Centre chaired, ended its mission on 31 March 2008, as planned. A closing ceremony was held on 25 April 2008, during which the final document produced by the Committee was officially presented to President Bozizé. While its mission ended with that of the Committee, the HD Centre maintained a liaison office in Bangui until 5 June 2008, in support of the process, and facilitated a series of consultations with regional actors to ensure their support for the inclusive political dialogue.
The Preparatory Committee was created by Presidential Decree on 30 November 2007, to organize the process leading to an inclusive political dialogue. The Committee was set up on 18 December 2007. It was chaired by the HD Centre and brought together the presidential majority, the democratic opposition, civil society as well as the three rebels groups, the APRD, FDPC and the UFDR.
One of its major achievements has been to convince the APRD to participate in the process, opening the door to a possible cease-fire and peace agreement.
Following the Réunion de Concertation, President Bozizé asked for the HD Centre's help in organising and facilitating the AIPD process, which will likely include the armed rebellion in the north and tackle political, economic and social conditions in the country as a whole. In particular, the HD Centre was nominated as the President of the Preparatory Committee (PrepCom), responsible for organizing the process leading to an all inclusive political dialogue. The HD Centre participated and, on occasion, led the consultations between relevant actors ahead of the PrepCom. It also provided the Government with advice on the setting-up of the PrepCom.
In particular, the HD Centre harmonized the positions of all the local stakeholders involved in the political process in order to establish a Preparatory Committee, and helped to draft the Presidential Decree that created the Committee on 30 November 2007.
