  • The HD Centre instrumental in signature of two peace accords

    The HD Centre helped set in motion the signature of two peace accords: a bilateral one signed on 9 May between the Government of CAR and the APRD under the auspices of Gabonese President Omar Bongo, and a global one between the Government, the APRD and UFDR on 21 June in Libreville, Gabon.  

    Following a mission of the Preparatory Committee led by the HD Centre, then President of the Preparatory Committee, to Libreville in Gabon on 23 April 2008, a peace agreement was signed between the Government of CAR and the rebel group, APRD (Armée Populaire pour la Restauration de la République et de la Démocratie) under the auspices of the President of Gabon, Omar Bongo, on 9 May 2008.

    On 21 June 2008, a global peace agreement was signed in Libreville under President Bongo's auspices between the Government of CAR and the UFDR (Union des Forces Démocratiques pour le Rassemblement) and APRD. The document stipulates that a general amnesty will be granted to the rebels in order to allow them to participate to the inclusive political dialogue in Bangui.

  • Mission of the Preparatory Committee ends

    The Preparatory Committee for the All Inclusive Political Dialogue, which the HD Centre chaired, ended its mission on 31 March 2008, as planned. A closing ceremony was held on 25 April 2008, during which the final document produced by the Committee was officially presented to President Bozizé. While its mission ended with that of the Committee, the HD Centre maintained a liaison office in Bangui until 5 June 2008, in support of the process, and facilitated a series of consultations with regional actors to ensure their support for the inclusive political dialogue.

  • Preparatory Committee for the AIPD created on 30 November 2007

    The Preparatory Committee was created by Presidential Decree on 30 November 2007, to organize the process leading to an inclusive political dialogue. The Committee was set up on 18 December 2007. It was chaired by the HD Centre and brought together the presidential majority, the democratic opposition, civil society as well as the three rebels groups, the APRD, FDPC and the UFDR.

    One of its major achievements has been to convince the APRD to participate in the process, opening the door to a possible cease-fire and peace agreement.

  • The HD Centre tasked by President Bozizé to help organise and facilitate the All-Inclusive Political Dialogue (AIPD) process

    Following the Réunion de Concertation, President Bozizé asked for the HD Centre's help in organising and facilitating the AIPD process, which will likely include the armed rebellion in the north and tackle political, economic and social conditions in the country as a whole. In particular, the HD Centre was nominated as the President of the Preparatory Committee (PrepCom), responsible for organizing the process leading to an all inclusive political dialogue. The HD Centre participated and, on occasion, led the consultations between relevant actors ahead of the PrepCom. It also provided the Government with advice on the setting-up of the PrepCom.

    In particular, the HD Centre harmonized the positions of all the local stakeholders involved in the political process in order to establish a Preparatory Committee, and helped to draft the  Presidential Decree  that created the Committee on 30 November 2007.

  • The HD Centre opens a small office in Bangui
    The HD Centre opened a small office in the capital, Bangui, in September 2007.
  • The HD Centre chairs a ‘Réunion de Concertation’
    The HD Centre chaired a meeting of interested groups, including leaders of political parties and representatives of political military groups, in Bangui, the capital of the Central African Republic on 23-25 August 2007. The meeting represented the launch of the first phase of an all inclusive political dialogue process for national reconciliation announced by President François Bozizé on 13 August 2007 as an attempt to end the escalating armed conflict currently taking place in the country. The two day meeting was organised by the United Nations Peace-building Office in the Central African Republic (BONUCA) and the HD Centre was asked to chair the meeting.
